Introduction to International Exchange Department
International Exchange Department provides international talents exchange and cooperation services. Its function includes dealing with individuals going abroad and foreign experts working in China as well as foreign affairs. Its core business is offering services such as overseas study application, immigration application, overseas working visa application, international exchange activities, recruitment of foreign experts, Chinese language training for foreigners in China, function as Foreign Experts Affairs Bureau to handle pre-approval and procedures for overseas training and talents introduction.
I. Oversea Study Service
Providing related services for those who plan to study abroad. Tianjin Foresight International Education Consulting Co., Ltd. which is under International Exchange Department was set up in 2000. (International Exchange Department and Tianjin Foresight International Education Consulting Co., Ltd. are identical in function and, thus actually forming one identical institution under two different names) Qualified by State Education Ministry, the company is among the first companies eligible for offering services for studying abroad (The approval No. is Jiaowaizongzirenzi 【2000】85). At present, the company has set up close, sound and deep relationship with over 40 foreign educatitonal providers. It provides one-shop services such as visa application, visa application for family members, keeping archives for person study abroad, certification of foreign diploma and degree, settlement and employment recommendation. It is the sole agent in Tianjin for Russia- -government-funded study program. All the students under the program get full scholarship from Russia government and have access to free study and accommodation. And the company also sets up relationship with Australia IDP and function as IDP-Tianjin Office to offer services for study in Australia.
II. Immigration Application
Qualified by State Public Security Bureau, as an exit and entry for private affairs agent, International Exchange Department provides services including overseas settlement, visit visa, law consultation, carrier assessment, overseas contact and visa application.
III. Overseas Labor Services
International Exchange Department provides labor services for all kinds of technician to countries and areas outside China; offer service for the application of working visa and contact outside China.
IV. International talents exchange
Provide a comprehensive range of foreign affairs services for the enterprises and public institutions, including: organize related materials, coordinate relevant functional departments, deal with passport and visa application, currency swap, currency exchange and cancel after verification procedures, buy insurance, arrange overseas food, accommodation, line, to purchase the airplane ticket for the trip, and provide training before leaving. In addition, provide visa booking services for training abroad, meetings, visits for foreign and domestic enterprise.
V. Recruitment of foreign experts and Chinese language training for foreigners
Offer services of recruitment of foreign experts and Chinese training for foreigners in China. Tianjin Foresight International Education Consulting Co., Ltd. was granted qualification certificate of recruitment of foreign experts （A3 1290005）by the State Administration of Foreign Experts Affairs, the P.R. China. The company offer service and follow-up management for foreign experts working in China. In addition, the subordinate institution of the company i.e.Tianjin Heping District Foresight International Language Training School provides multilingual language training and foreign Chinese training for foreigner, especially for the foreigner in foreign investment enterprise in Tianjin and their families.

国际交流部是中国北方人才市场开展国际间人才交流与合作的业务部门。其主要职能是为我市因公因私出国（境）人员及外国人来华提供服务，此外还承担着北方市场外事接待任务。其主要业务有：留学服务；移民申请；赴外劳务；国际交流活动；聘请外国专家中介服务及对外汉语培训；承担天津市外国专家局出境培训、引进海外智力前期审批。
一、 留学服务

国际部以天津市北方人力资源管理顾问有限公司为名获得市公安局认定的天津市首家因私出入境中介机构资质（津公境准字【2002】 0008号），专门为公民赴境外定居、探亲、访友和其它非公务活动提供法律咨询、职业评估、海外联系、申请签证等相关服务。
三、 赴外劳务
国际部还为各类技术人士提供赴世界各国、各地区的境外联系、工作签证申办等服务。
四、 国际交流活动
为各企、事业单位提供全方位的国际交流外事代理服务，包括：整理相关材料，协调相关职能部门，办理护照及签证手续，代办出国人员的批汇、换汇及核销手续，代买境外保险，安排境外食、宿、行，协助购买全程机票，以及为出访人员提供行前培训。此外还为内、外资企业员工境外培训、开会、访问、提供签证预约、手续代办等服务。
五、 聘请外国专家中介服务及对外汉语培训
天津市远望留学咨询有限公司名义2010年获得中华人民共和国国家外国专家局颁发的《聘请外国专家单位资格认可证书》（A3 1290005），按规定聘用外国文教专家和外籍工作人员，并提供对外国专家来华工作或外国人来华就业全程手续及后续服务管理。天津市远望留学咨询有限公司下设天津市和平区远望国际语言培训学校提供多语种外语培训和对外汉语培训，特别是针对在天津外资企业工作的外籍人员及其家属。
六、 承办天津市外国专家局出境培训、引进海外智力前期审批
国际部从2008年承办天津市外国专家局出境培训、引进海外智力前期审批工作，下达天津市外专局一年一度的出境培训和引智通知，指导项目单位使用申报软件进行填报，或通过网上申报系统在线填报项目计划，进行在线审批。
